Lets be honest here:
"Oh, its for new players!" Most new players will not fork out $30 for a suit in a free game they just started, and if have 10k LP and 10m ISK to spare...you're not new.
"Oh it lets Vets be competitive FW without spending ISK!" Right, so its a suit which can basically be trumped by anyone with a Standard BPO suit and puts half decent modules on? And even if it's 'better' is far from optimized (Lol Calmmando). These suits are really not all that useful to vets if they own a few standard BPO suits and have lots of SP.
I'll put the tinfoil on here and say that this is a test for Tiericide, thinly veiled with the above listed reasons. Tiericide for Dust? Who knows. But tiericide for Our Favorite Not-Game? Highly likely.

There are varying degrees of tiericide, for example there is only 1 suit for each role & race, so for example the Minmatar Assault would have 4 highs and 4 lows. There is no Standard or Advanced, just a proto suit so to speak. The power of the suit is then directly proportional to which grade of modules you put in it, not which tier of suit you're using like we have now.
The APEX suits are an example of a tiericided suit fit with only standard modules. If you could modify them, you would upgrade the suit by putting better modules on it.
This is in line with what they were talking about at Fanfest where in Legion all suits are BPO, they're free and limitless. Instead all of the cost of fitting them is in the modules. So....remove tiers from suits, make them all BPO. Modules and weapons remain tiered, and they determine the 'grade' of suit.
